Singapore’s construction industry is renowned for its strong rule of law, strict regulations, and high level of openness. Construction companies expanding to Singapore must closely follow industry regulatory policies to ensure high safety and quality standards. Any violations may result in project delays, fines, or even license revocation, directly affecting business operations and reputation.

Regulatory Policies of Singapore’s Construction Industry 

 

 

Currently, Singapore’s construction regulatory framework is centered around the Building and Construction Authority (BCA) as the primary regulator, with market access and licensing as key control points, and the Building Control Act as the core legal basis. The framework fully implements the contractor registration system and licensing regime.

The Contractors Registration System (CRS), managed by the BCA, is the industry’s access mechanism. Registering and certifying different work categories on the CRS is a prerequisite for companies to hire foreign construction workers and undertake corresponding projects.

 

 

When applying for contractor certification in the construction industry, attention should be paid to the following registration and certification requirements:

 

Contractor Registration System
This is a prerequisite for bidding on public sector projects.
Registration categories are divided into four types:

  • Construction-related categories (CR)
  • Core building works categories (CW)
  • Mechanical and electrical works categories (ME)
  • Specialized trades (TR)

Except for TR, each category has multiple subcategories and different levels.

Applicants must meet the requirements for capital, contract history, personnel, and other qualification certifications corresponding to the category. They must submit company information and supporting documents through the system when applying for registration in the relevant category.

 

Contractor Licensing System

 

 

Contractors undertaking construction projects must apply for a license from the BCA.
The licenses are divided into:

  • Specialist Builder (SB Licence)
  • General Builder (GB Licence)
  • General Builder licenses are further divided into two classes:
  • Class 1: Can undertake projects with no contract value limit
  • Class 2: Limited to projects with a contract value of up to SGD 6 million

 

Green and Gracious Builder Programme
This programme aims to recognize and encourage contractors to adopt environmentally responsible and socially friendly practices during construction. The certification for this programme is currently managed by the Singapore Contractors Association Ltd (SCAL).

 

bizSAFE Safety Certification

 

 

This certification is a national-level programme implemented by the Workplace Safety and Health (WSH) Council, aimed at helping companies enhance workplace safety and health management. It currently has five levels. For domestic companies expanding to Singapore as a subsidiary, obtaining this certification is particularly important.

Recommendations for Construction Companies Expanding Abroad, License Applications, and Qualification Registration

 

 

In assisting corporate clients with overseas expansion, construction license applications, and CRS registration, we have encountered practical challenges. Based on our experience in serving construction enterprises, SIG offers the following recommendations:

For Overseas Expansion:

  1. Strictly comply with the laws and regulations of regulatory authorities, such as Singapore’s ACRA, BCA, and MOM, placing compliance above all business activities.
  2. Seek opportunities to collaborate with large state-owned enterprises on overseas projects, actively participating in Belt and Road initiatives.
  3. Proactively establish joint ventures or partnerships with reputable local companies to leverage their market experience and networks for rapid market entry.
  4. Gradually localize management and technical teams by fostering an inclusive cross-cultural work environment and promoting deep integration of local and foreign employees through systematic training.

For License Applications and Qualification Registration:

  1. Before determining the specific category and level for application, review past contracts to identify contract amounts by category, and use these amounts to decide the appropriate registration level.
  2. If a higher-level registration cannot be obtained due to missing prerequisite certifications (e.g., GB certification), first apply for the next lower level while completing the required prerequisites. Once a lower-level registration is obtained and the prerequisites for the higher level are fulfilled, proceed with an upgrade.
  3. Before applying, ensure that local technical personnel meet the necessary qualifications and are already registered in the CRS if required.
